“Gennady Makin was born on October 12, 1957 in the Lipetsk region. His parents are Ivan Yegorovich, an assembly fitter of the famous tractor factory, and Nina Vasilievna, who worked there. The older Makins lived with the kids in a one-room apartment. At school, Makin grasped everything on the fly, in public work he was active, businesslike. And when he became interested in sports, he proved himself here: he became a cross-country champion. At 29, he is the youngest head of a district in the Voronezh region

After graduating from the university in November 1981, Gennady Ivanovich Makin was elected first secretary of the Novousmansky district committee of the Komsomol, then in the same area - secretary of the party committee of the Kirovsky state farm. And two years later, at the age of 27, he is the director of the local state farm "Rogachevsky". Feeling that he lacked solid knowledge in the field of agriculture, Gennady Ivanovich graduated from the Berezovsky Agricultural College in 1987 with a degree in agronomy, and again with honors. His next step is the post of chairman of the Novousmansky executive committee. And since 1987, at the age of 29, he is the youngest head of the district in the region. The same, Novousmansky. The time is more than difficult for the country and our particular region: a shortage of energy resources and fuels and lubricants, a drop in production in the agro-industrial complex, the lack of funds for most farms and delays in mutual settlements. The disparity in prices for industrial and livestock products also had a negative effect on the economy of the industry. Not all managers were able to organize the efficient work of their departments in the new socio-economic conditions. However, the style of leadership developed by Makin showed its obvious effectiveness step by step: the development of cooperation, integration, attraction of investors, assistance to low-income households, and so on. As a result, positive changes have been outlined in the agro-industrial complex of the Voronezh region and have begun to gain momentum.

Such results of work could not go unnoticed: in 1997, Gennady Makin became the first deputy minister of agriculture of Russia - the general director of the Federal Food Corporation. Appreciating his leadership talent, Makin was invited to this place by the then Prime Minister of Russia.

Makin was in a new high position for only two years ... already in 1998, Gennady Ivanovich - First Deputy Director of the Research Institute of Economics and Organization of the Agroindustrial Complex of the Central Black Earth Region. And the essence of what happened is this: in 1998, a new government was formed in the country. The shuffling began. A new person was put at the head of the Ministry of Agriculture, far from the real problems of agriculture. Without hesitation, Gennady Ivanovich Makin filed a letter of resignation of his own free will. The soul did not lie to work with an incompetent boss.

Those who see themselves as responsible for what is happening in the country, what is happening to our people. So a unique entry appeared in his work book: “... dismissed from his post at his request” ... Nobody had such a record in the entire history of the USSR and Russia. At least put it in the Guinness Book of World Records. But clearly and clearly: he left.

Of course, Makin could have stayed in Moscow. Leaders at his level did just that. No, he married in Voronezh. He did not suffer from star disease. Work at the Research Institute of Economics and Organization of the Agro-Industrial Complex of the Central Black Earth Region opened up wide scientific horizons for him. Looking ahead, it should be noted that in just a few years Makin wrote over 120 scientific papers.

Gennady Makin - Doctor of Economics, professor, member of the International Academy of Corporate Governance, together with Academician of the Russian Academy of Sciences I.F. Khitskov, who for more than 30 years headed the institute of the Research Institute of Economics and Organization of the Agro-Industrial Complex of the Central Black Earth Region.

In 1999, Gennady Ivanovich was offered to head the Voronezh branch of JSCB Moscow Industrial Bank as vice president. The next 12 years in this position were marked by serious measures to develop the economy of Voronezh and the region. The infamous vice-governor of the Voronezh region "protects" the bandits?

In the Voronezh region, which is headed by Alexei Gordeev, there was another criminal scandal with a "political bias". This time, it was not the head of the region himself who was responsible, but his deputy, Vice Governor of the Voronezh Region Gennady Makin, who oversees the political bloc. He is suspected of involvement in the beating of a taxi driver from the local company "Vendetta" Ivan Pereslavtsev (in any case, this conclusion suggests itself from the testimony of the victim - ed.).

So, Ivan Pereslavtsev was beaten on the evening of May 29, 2016. According to Pereslavtsev, one man forgot his mobile phone in his car (presumably Alexander Strukov - an acquaintance of Makin - ed.). After that, an unknown man demanded from the taxi driver to meet in the center of Novaya Usman (a suburb of Voronezh) to inspect the car. At the meeting place, three men brutally beat Ivan Pereslavtsev.

He received at least four blows to the head. Then the attackers pushed him into the back seat and took him to Oktyabrskaya 62a. “I was beaten along the way. When I came to my senses, I heard them discussing where to take me - to the forest or hang on a rope. Threats to my life and promises of sexual violence were made along the way. In the end, they decided to take me to the pond to drown me there,” describes Mr. Pereslavtsev.

Later, the taxi driver was brought to a building located on Oktyabrskaya Street (house 62a). There they continued to beat him until the police called by the neighbors arrived. Then the action of this "crime drama" is transferred to the very pond in which they wanted to drown the taxi driver. This is where things got interesting. According to Ivan Pereslavtsev, there was also a man at the pond who introduced himself to law enforcement officers as Gennady Makin. He named the place of work, began to demonstrate (apparently to the police - ed. note) "some documents" and suggested that those present supposedly saved the taxi driver, and did not drown. The victim was taken to the hospital with fractures and broken teeth. In fact, this same Gennady Makin (that's the name of the vice-governor) helped the attackers "get off" from the police. Recall that the process when an official helps "criminal elements" is called "protection." So, is the vice-governor of the Voronezh region really "protecting" the bandits?

Communication with Gennady Makin

According to the protocol of the interrogation of the taxi driver, the attackers were Alexander Strukov, Sergey Sinyugin and Valentin Chebotar. The media said that the general director and owner of the local Akvastroy LLC, Sergei Sinyugin, and businessman Valentin Chebotar are considered to be old acquaintances of the ex-senator and former vice president of the MINB, and today vice-governor Gennady Makin.

Thus, the version that it was Vice-Governor Makin who tried to “scrub off” those who attacked the taxi driver Pereslavtsev from the police seems quite convincing. But can Strukov, Sinyugin and Chebotar be called "bandits"? Taking into account the fact that (according to Pereslavtsev's testimony) they beat him and wanted to drown him in a pond, the answer to this question is obvious. And all this "chaos", apparently, was going on "under the roof" of the vice-governor.

"Adventures" of Deputy Gordeev

The criminal case on the fact of beating (Article 112 of the Criminal Code of the Russian Federation) Ivan Pereslavtsev was initiated by the Novousman police on June 27, 2016. Local media say that Gennady Makin personally actively prevented the initiation of a criminal case, and the son of Valentin Chebotar, Alexander (works in the Investigative Committee of the neighboring city of Novovoronezh - ed.), tried to completely “hush up” the case at the initial stage.

The strange behavior of the first deputy governor, Gennady Makin, was repeatedly noted by both Voronezh residents and federal officials. There are legends about the antics of an official in Voronezh. For example, many Voronezh restaurateurs know that there should always be at least two bottles of tequila in the freezer, which the deputy governor likes to “wet his throat” with, and then “walk with stories” widely.

In the fall of 2015, another scandal erupted involving the deputy Alexei Gordeev. This time, Mr. Makin tried to remove an article from the site of the Notebook-Voronezh publication controlled by deputy Pakholkov about the head of the governor's secretariat, Andrey Vershinin. When Pakholkov refused, Makin asked "if his immortal subordinates wear body armor." Also, in a conversation with Pakholkov, Makin, according to the parliamentarian, pointing to an article about Vershinin, demanded that his assistant, editor-in-chief of the Notebook-Voronezh website, Dmitry Noskov, “stop aggravating, otherwise he is not responsible for himself.”

Pressed Makin on the publication because of a video about a country house built allegedly for the head of the secretariat of the governor of the Voronezh region Andrei Vershinin in the village of Dukhovoe, Liskinsky district of the region. It also says that Vershinin flies in a Eurocopter 130B4 helicopter (tail number RA04071), serviced at the expense of the regional treasury as an air ambulance.

Note that Gennady Makin and Andrey Vershinin are considered the closest associates of Governor Alexei Gordeev. Makin controls the political bloc, while Vershinin is an informal economic manager in the Voronezh governor's team. By the way, Vershinin appeared as a deputy general director of the infamous Agroplemsoyuz OJSC, which was involved in a scandal with bribery, with the help of which certain entrepreneurs Evgeny Shcherbatykh and Evgeny Fedorov tried to “buy” the chair of the mayor of the second largest and most important city in the Novovoronezh region in May 2010. It was about the amount of 10 million rubles. It is worth noting that the position of mayor of Novovoronezh is the most "capital-intensive" position, since an investment project estimated at 130 billion rubles is being implemented at the local power plant.

Now Makin and Vershinin are the backbone of Alexey Gordeev's team. It seems that with such a "support" corruption in the entourage of the governor of the Voronezh region is only increasing.

In addition to the Rosagroleasing scandal, corruption fighters suspect Gordeev of lobbying for the economic interests of his relatives. By the way, the assets of Gordeev's son (Nikita - editor's note) are estimated at 3 billion rubles and extend not only to his native Voronezh, but also to the Ryazan region. In this region, the OKA-Agro holding, controlled by Gordeev, has 45 thousand hectares of land and a confident second place in the region in terms of grain, plus 7.5 thousand cows, which produce 35 million liters of milk per year. In addition, the son of the governor also owns a share in the Moscow Gardens enterprise. Rumor has it that Alexei Gordeev "patronizes" his son's business, which is clearly illegal.

Voronezh law enforcement officers raided the administration of the Novousmansky district and the house of the municipal leader Vladimir Chernyshov with searches. Who is protecting the "scavenger" Sinyugin?

Sinyugin, like his "friend" the vice-governor, are well-known personalities in the region. For the sake of his own well-being, Mr. Sinyugin is ready to “litter” a little in the region. The opinion of local residents of a businessman who has connections at the very regional “top” is not too worried. Thus, Polygon LLC, controlled by a businessman, planned the construction of a landfill for the disposal of solid household waste in the Novousmansky district adjacent to Voronezh. In short, Sinyugin wants to arrange a dump. The capacity of the landfill should be 1.2 million cubic meters.

In fact, it was planned to “establish” a landfill right under the noses of the inhabitants of the village of Babyakovo. Even last year, the project caused a sharp indignation of the villagers. But the landfill project in some incomprehensible way appeared in the amendments to the General Plan of Babyakovo. The issue with the construction of the landfill has not been finally resolved so far - the General Plan was sent for revision because of the residents who unanimously voted "against". Just for revision, although the legislation clearly states that it is in this place that “littering” is prohibited. The place allotted for the landfill is the strip over which planes fly up to the Voronezh airport. Garbage will automatically attract birds, respectively, for safety reasons - no landfills.

Struggling with the construction of the landfill, local resident Natalya Pazhitova, unknown persons set fire to her house and smashed her car. The activist bluntly stated that such pressure was exerted on her precisely because she opposes Sinyugin's "garbage" plans. To all appearances, Sergey Sinyugin treats land exclusively in a consumerist way. The word "law" is hardly familiar to a businessman. After all, the businessman, without an appropriate license, was engaged in the development of subsoil with the aim of extracting sand. It was on these very sites that Sinyugin decided to carry out "reclamation" - to build a waste landfill! And at public hearings, as eyewitnesses said, he "caught up" homeless people and alcoholics - it was possible to set fire to the air in the hall.

Allegedly in response to the protests of local residents, the businessman said: “I have such an arsenal of heavy artillery from regional officials behind me that you will regret the refusal!” It begs the assumption that Sinyugin just had in mind one of the closest associates of the governor Alexei Gordeev - the deputy head of the region Gennady Makin. Or directly the head of the region?

Sinyugin-Makin method

It is worth noting that Vice Governor Makin and businessman Sinyugin appear to be good friends. At least both of these gentlemen were seen while spending leisure time, which fully falls under one of the articles of the Criminal Code. Specifically, Makin, in the company of Sinyugin, and a couple of other businessmen beat and almost drowned the driver of a local taxi. In May of this year, law enforcement officers in the village of Novaya Usman found a badly beaten man near the pond - Ivan Pereslavtsev, who worked as a driver in a taxi service. The victim said that he gave a ride to the client, as it turned out later, entrepreneur Alexander Strukov.

After some time, the taxi dispatcher called the driver and said that the client allegedly forgot the phone in the car, although Pereslavtsev remembered exactly that Strukov really put the phone on the seat, but when he left, he took it with him. Then the unknown people suggested that the driver “meet” in the center of the village. Three people got into his car and drove to the meeting point in a Ford car. The driver, in his testimony, says that unknown persons began to beat him and then choke him, as a result of which the taxi driver lost consciousness. The tormentors first brought him to Oktyabrskaya 62a. as the driver describes, he was beaten and discussed whether to drown or hang him. We decided to fire anyway. Brought to the pond and indeed, almost drowned - do not interfere with the police called by someone.

Then it becomes interesting: as soon as the participants in the “process” saw the law enforcement officers, they threw Pereslavtsev into the water and began to pretend that they were actually saving his life. According to their further testimony, the driver wanted to drown himself, and they saved him. Apparently, the driver himself also caused bruises and abrasions ... One of the members of the company turned out to be the vice-governor of the Voronezh region Gennady Makin. At least that's how the man introduced himself to the police. Other "heroes" were businessmen Alexander Strukov, Sergei Sinyugin and Valentin Chebotar. Makin and Chebotar are considered old acquaintances of the current Voronezh vice-governor.

As a result, as stated in the medical examination, the victim was diagnosed with a concussion, a crack in the jaw, spinal injuries, blunt trauma in the abdomen and chest, a fracture of several ribs, as well as multiple abrasions of the body and aspiration of the lungs. In addition, doctors confirmed that Pereslavtsev was indeed strangled. If someone thinks that after this Makin was removed from his post, he is deeply mistaken. Governor Gordeev does not give up "his" people! True, the head of the region seemed to have promised to fire his deputy, only Makin in the region also oversees business. And business is not in last place for the governor - especially when it comes to companies affiliated with his own family.

The Voronezh media, of course, are happy to cover Makin's "activities", especially since the politician gives more than enough reasons. And Makin himself, who cannot find any “insult” in the publications, pays 40 thousand rubles for an examination. Probably, in the hope that something will still be found, and it will be possible to sue everyone and everything. But more importantly, remove publications that show that Gennady Makin, as vice-governor, is clearly taking someone else's place.

Governor's Favorite

Why hasn't the governor of the Voronezh region Alexey Gordeev removed the scandalous vice-governor yet? According to those familiar with the situation, the answer is simple. Gennady Makin is one of the closest associates of the head of the region. And allies must be protected and guarded in every possible way. Even if there are serious suspicions that a representative of the authorities, a high-ranking official, behaves like an ordinary “brother” from the 90s…

Moreover, Makin helps the governor as much as he can. For example, in the fall of last year, Gennady Makin "almost got out of his pants", trying to clear the information space of the region from publications exposing another ally of the head of the Voronezh region - the then head of the governor's secretariat Andrey Vershinin. It was about the publication in the online publication Notebook-Voronezh, controlled by State Duma deputy Oleg Pakholkov. In response to Pakholkov's refusal to remove the publication, the vice-governor inquired whether "his immortal subordinates are wearing body armor."

More specifically, a video was published that told about a country house in the village of Dukhovoe, Liskinsky district, which, according to the publication, was built specifically for Vershinin. In addition, the same story stated that the head of the governor's secretariat travels around the region on a Eurocopter 130B4 helicopter with tail number RA04071, which officially, according to the documents, passes as a medevac aircraft and is supported, respectively, at the expense of the regional budget.
The story with the helicopter interested the FSB. And in October of this year, Vershinin "flew" in office. True, Governor Gordeev "warmed" him by taking him as an adviser. Actually, nothing surprising: after all, it is Gordeev who still holds the position of deputy as a person who lobbies interests and covers a businessman who looks more like a bandit. Or is it because of the "position" of the governor himself, businessman Sinyugin behaves as if he bought everything and everyone?

"Cadres decide everything"

Those familiar with the situation believe that recklessly, very recklessly, Governor Gordeev has not yet cleaned his team of personalities like Makin. After all, the presence of such personnel at the "helm" of the region automatically brings the head of the Voronezh region closer to resignation. But, by the way, Mr. Gordeev and in his personal "piggy bank" had enough of everything for his resignation. For example, recently the governor attended the grand opening of the selection and genetic center of the pig-breeding group Agroeco. True, it is difficult to “blame” Gordeev for taking care of agriculture. After all, no one heard objections to the proposal of the head of the company, Vladimir Maslov, to lobby for a decrease in the number of pigs in private farms in the region. Rather, he cares about the well-being of his family, since the son of the head of the region, Nikita Gordeev, is called the ultimate owner of Agroeco.

By the way, not only the son of the governor is “looking for himself” in business, but also the “first lady” of the Voronezh region - Tatyana Gordeeva owns shares in the companies Agrobusiness and Agroplast. Rumor has it that the governor renders all sorts of patronage to relatives-merchants. And attention to the pig-breeding center "Agroeco" is another confirmation of this.
It was under Gordeev that corruption “blooms” in the region. The latest scandal is connected with the arrest of the ex-head of the Voronezh Joint-Stock Aircraft Building Company Vitaly Zubarev, his deputy Alexander Tkachev and adviser Alexander Lisitsyn. All three, considered members of the "Gordeev team", were suspected of embezzling 21 million rubles on the contract for the design of the An-148 aircraft.

Six years ago, VASO won the competition of the Ministry of Education and Science. For 298 million rubles, the aircraft plant was supposed to design an aircraft. But instead of the ten patents promised under the contract - zero, and the money went, for example, to the accounts of Lisitsyn's Voronezh Machine Tool Service Center for work carried out only on paper. Theft also flourishes in the road sector. Last year, Alexander Trubnikov, the chief "on the roads" in the region, was sentenced to 7.5 years. The official offered the management of the Voronezhavtodor company to deduct 5% of the amount “for assistance” in obtaining road contracts. By the way, Mr. Trubnikov is the half-brother of the governor's driver ...

In general, in a sense, it is worth thanking the scandalous vice-governor Makin - his mere presence in the team of Alexei Gordeev brings the resignation of the Voronezh head closer.

On July 2, the meeting of the presidium of the regional government went according to an unusual scenario. Acting Deputy Governor - Chief of Staff of the Governor and the regional government Gennady Makin said that he was vacating his post. He clarified that he was leaving the civil service of his own free will.

And that is not all. Gennady Makin added that he was not just leaving his post, but was ending his career in public authorities. According to Gennady Makin, he will continue "to work in the team of the Voronezh region, will be engaged in science and business."

According to some reports, Makin will return to the Moscow Industrial Bank, according to others, he will be engaged in science at the Research Institute of Economics and Organization of the Agroindustrial Complex of the Central Black Earth Region.
