Representatives of the Russian press dubbed him "young and early", "minister wunderkind", greatly surprised at how at such an age one could achieve such a dizzying career in public service. Indeed, Nikolai Nikiforov is the youngest official of the domestic Cabinet of Ministers. Moreover, the sharks of the pen reported that no one promoted the young man in his service - he owes his high post exclusively to himself. There is also a point of view that he just happened to be in the right place at the right time. But still, who would have thought that at the age of 29, Nikolai Nikiforov was the country's Minister of Communications. What was his career path like? How did he manage to grow into a government-level official? Let's consider these questions in more detail.

Facts from the biography

So, the current Minister of Communications Nikolai Nikiforov, whose biography, of course, requires separate consideration, is a native of the capital of the Republic of Tatarstan. He was born on June 24, 1982 in the family of an accountant.

His father often traveled on business trips, analyzing natural resource accounting issues.

Childhood

At school, young Nikolai Nikiforov showed extraordinary abilities, for which he was loved by teachers. In particular, his knowledge of computer science and algebra was so deep that he had no equal in the class in these subjects. Already at the age of thirteen, Nikolai Nikiforov, whose biography is undoubtedly interesting and remarkable, was able to present to his environment a computer game created by himself. In computer science and mathematics, he was a guru among classmates. Soon in modern life A person is wedged in by the World Wide Web, and a teenager suddenly realizes that the economy and the Internet are two basic components, without which tomorrow and the day after tomorrow will not be able to do.

First steps in entrepreneurship

At the age of fifteen, the young man organizes his own business for the first time in his life. Nikolai Nikiforov, together with a group of like-minded guys, created local network for educational institution, stocked up on Internet traffic and began to sell it to students.

Over time, the "brainchild" of the young businessman began to bring a stable income, and he began to hold parties and school holidays with his own money, created a radio station where you could order songs.

In addition, while studying in high school, Nikolai Nikiforov, together with his class teacher, established something like a union of young entrepreneurs at the local level. This alliance was engaged in the analysis of consumer demand for consumer goods.

In 1998, the young man, having not yet received a matriculation certificate, became an additional teacher. education and an employee of the web laboratory at Kazan State University (KSU).

Student years

After graduating from a secondary school a year later, the future Minister of Communications of the Russian Federation Nikolai Nikiforov goes to study as an economist at KSU. He didn't have to give up entry exams, because he participated in many olympiads and was awarded the title of "Best Student of the Year in Russia".

The freshman of the economics faculty is soon invited to the Asia-Pacific Economic Forum, where he represented his native republic and Russia. In the future, student Nikiforov repeatedly took part in international events, where he was noted by authoritative representatives of the scientific community. It was thanks to these contacts that he received an invitation to work abroad: in the USA and New Zealand. But the young man was a patriot of his country and preferred to serve science in his homeland. As a student, he works as a laboratory assistant, then - at the Chebotarev Research Institute of Mathematics and Mechanics at KSU.

Career is on the rise

In 1999, Nikolai Nikiforov (future Minister of Communications) established the Kazan Portal business structure. Two years later, it will begin to bring a good income, and the young man will take the position of deputy head in it.

In 2004, Nikiforov received a diploma in economics. After some time, a KSU graduate becomes an information technology adviser in the republican government. Soon he abandons his previous positions: assistant to the head of the Kazan Portal and an employee of the research institute. It was during this period of his career that Nikolai Nikiforov created such projects as IT-Park, e-government, the public services website, the Innopolis science town, heading for the global informatization of most areas of society.

In 2006, he was appointed head of the Republican Information Technology Center (CIT RT).

Four years later, Nikiforov leaves this post: he is appointed head of the Republican Ministry of Informatization and Communications.

Work in the federal government

In May 2012, an official from Tatarstan was entrusted to head the federal Ministry of Telecom and Mass Communications. Today he is a member of various specialized commissions: on the introduction of information technologies in the activities of government agencies, on the development of television and radio broadcasting, etc.

Nikiforov sees his task in providing access to information technologies, their development in the Russian “outback areas”, and simplifying the “electronic government” system.

The official supported the introduction of blacklists of Internet portals.

Awards

Nikiforov has many awards. He is the owner of the medals: "For Commonwealth in the Name of Salvation", "For Strengthening the Combat Commonwealth", "In Commemoration of the 1000th Anniversary of Kazan", "For Strengthening the State System of Information Protection". Three years ago, he received gratitude from the head of state for his active participation in the preparation of proposals for the creation of the "Open Government" system.

The official is married, he is the father of three children. The minister's wife owns an IT company.

Hobbies and hobbies

Nikolai Nikiforov prefers to go to gym to keep your body in good shape.

Of course, the Minister of Communications is an active Internet user: he is constantly in touch with friends from Twitter.

Secret of success

When asked how a young man managed to become a federal official in a relatively short period of his life, Nikolai Nikiforov answers that you just need to believe in yourself and always go towards your goal, since water does not flow under a lying stone. According to the official, everything depends on the person himself, and one should not attribute one's own failures to age, the wrong nationality, surname, and other circumstances.

“You can do anything: benefit society, work in a state structure, create business projects, and so on. The main thing is not to stop in your development,” Nikolai Nikiforov emphasized.

Scandals related to the activities of the Minister of Telecom and Mass Communications of the Russian Federation Nikolai Nikiforov do not stop. As it turned out, he fell under the strong influence of commercial structures and now, according to experts, has turned the work of his Ministry into one big lobbying process.

Rumor has it that the Kremlin was extremely dissatisfied with this, so that over time, Nikiforov will be resigned.

Minister without his views?

It seems that the head of the Ministry of Communications, Nikolai Nikiforov, is the most scandalous and ineffective minister in the current composition of the Cabinet. Moreover, colleagues have repeatedly reproached him for inexperience. Although what kind of experience can be expected from a 31-year-old "professional" from Tatarstan, who now heads the entire Russian communications industry. But this industry under Nikiforov noticeably degraded. So the broadband Internet is developing at an extremely slow pace, the program for the introduction of universal electronic cards, rumors about the “Russian iPhone” remained rumors, and the creation of a “national” operating system seems to have “stalled” altogether.

These, in short, are the very disappointing results of the first year of Nikiforov's "reign" in the Ministry of Communications.

However, what else can be expected from a person to whom PR is more important than the development of the industry entrusted to him?!

This was stated in his LiveJournal by the former Deputy Minister of Communications of the Russian Federation Ilya Massukh: “ New minister(Nikiforov) does not have his own systematic views on the development of IT in Russia and is set up more for PR than for productive work.

It should be noted that it was precisely the lack of his views on the development of the communications industry, as well as extensive connections in business circles, that led Mr. Nikiforov to turn his Ministry, in fact, into the patrimony of various telecommunications commercial structures with a pronounced dominance of one holding associated with ex -Deputy Minister Denis Sverdlov.

Was the Deputy Minister of Communications involved in a scandal with the theft of 6.5 billion rubles?

Moreover, often the personnel policy of Nikolai Nikiforov runs counter to state interests! For example, Evgeny Yurchenko, the ex-general director of the state holding Svyazinvest and a minority shareholder of Rostelecom, publicly stated that “the appointment of a native of private company working in the same industry is generally not state practice”

However, if we take the current deputies of Nikiforov, it is clear that almost all of them come from private business and therefore, in fact, lobby the interests of those structures in which they once worked!

So, Deputy Minister Alexei Volin was previously the general director of the AMEDIA film company and the president of A3 LLC.

Deputy Minister Alexei Volin

But Deputy Minister Mark Shmulevich is the founder, member of the board of directors of Rusnavgeoset LLC. Curiously, Rusnavgeoset LLC is a joint venture between Trimble Navigation, Ltd. (USA) and Russian Space Systems OJSC.

In this case, it is very embarrassing that Nikiforov hired as his deputy not only the founder of a joint company with the Americans, but also a graduate of the “most pro-American university” NES, whose former rector Sergey Guriev fled to Paris after he was suspected of receiving money from the structures of Yukos. Moreover, Mark Shmulevich himself trained in the USA - at Tenafly College!!!

Deputy Minister Mark Shmulevich

But in 2009 - 2011, Shmulevich was the head of the business development department at Russian Space Systems OJSC (RCS), which received billions from the state for the development of GLONASS. Now investigators are investigating the theft of 6.5 billion rubles during the creation of GLONASS by RKS employees who were able to transfer this money to private commercial structures affiliated with them! In particular, in NPO KP CJSC, Sinertek LLC and Integris CJSC.

I wonder who could so easily transfer the money of the RKS to private business structures? Isn't Mark Shmulevich the head of the business development department at the RCC?!! In any case, there were rumors in the RKS that it was Shmulevich who withdrew money from this state corporation “at the behest” of the ex-head of Russian Space Systems OJSC Yuri Urlichich!

By the way, recently the former general designer of the GLONASS system and the head of the Russian Space Systems (RCS) company, Yuri Urlichich, headed the subsidiary of AFK Sistema - JSC Sitronics. But it is AFK Sistema, through its subsidiaries, that now largely controls the development of the commercial industry for GLONASS!

Was the operation to introduce business into power successful?

Speaking about the influence of business on the government, it is worth remembering that in October 2013, the Minister of Communications Nikolai Nikiforov sent a proposal to the government on the appointment of two of his deputies and a secretary of state. One of the candidates is Dmitry Alkhazov, who currently heads the infrastructure projects department of the Ministry of Telecom and Mass Communications. He will be responsible mainly for communications. Aleksey Kozyrev, head of the e-government development department of the Ministry of Telecom and Mass Communications, was proposed to replace another deputy minister.

It is curious that Alkhazov, according to the website of the Ministry of Communications, came to the ministry only in January 2013, and before that he worked for five and a half years at MTS (owned by AFK Sistema): first, deputy director of the IT operation department and project director " MTS Russia ", and then - the director of the department for coordinating the development of network infrastructure. In particular, he coordinated projects related to the construction of mobile communication towers along federal highways and with WiFi access in public transport Moscow. An acquaintance of Alkhazov adds that he also oversaw the construction of a 3G network at a time when MTS installed dozens of base stations every day, and knows the process thoroughly.

Dmitry Alkhazov, Head of the Department of Infrastructure Projects of the Ministry of Communications

Now they say that Alkhazov is lobbying the Ministry of Communications for the interests of MTS, in particular, and AFK Sistema, in general!

And here is the director of the Department for the Development of Electronic Government Alexei Kozyrev in the Ministry of Communications and Mass Media since November 2012, and before that he worked for eight years in the Sequoia Credit Consolidation collection agency. His last position there was the position of First Deputy General Director.

So, it turns out that Nikiforov's e-government is being developed by a former collector (professional debt collector)!!! By the way, before that, Kozyrev worked at Alfa Bank.

It is curious that the head of the Department of External Communications of the Ministry of Communications, Ekaterina Osadchaya, used to be the press secretary of VimpelCom, and now, according to rumors, she is lobbying the interests of Beeline in the Ministry of Communications! By the way, she also worked in the STS Media holding, which has partnerships with the AMEDIA company, which was previously headed by Deputy Minister of Communications Alexei Volin!

Head of the Department of External Communications of the Ministry of Communications Ekaterina Osadchaya

But the head of the Department international cooperation The Ministry of Communications is Rashid Ismailov, who previously worked for Nokia Siemens Networks Russia. And now guess the interests of which foreign manufacturer of digital equipment Ismailov is lobbying for?!!

The legal department of the Ministry of Communications is headed by Alexander Pudov, who worked in the Federal Antimonopoly Service (FAS) of Russia, where he successively held the positions of a leading specialist, chief specialist, chief state inspector of the Office for Control and Supervision in the Field of Real Estate, Local Monopolies and Housing and Public Utilities, head of a department of the Office for Placement Control state order, adviser, and then deputy head of this unit.

Deputy Minister Mikhail Evraev

It is believed that Pudov was brought to the Ministry of Communications by Deputy Minister Mikhail Evraev. At one time, he was the head of the state order control department of the Federal Antimonopoly Service (FAS Russia) and "famous" for the fact that during the public procurement reform, according to rumors, he lobbied for the interests of a number of large state-owned banks. Moreover, there is information in the press that then Evraev was secretly the “leader of the Russian non-systemic opposition” Alexei Navalny also worked, who “drank a lot of blood” from the Ministry of Economic Development during a public discussion about changing the law on public procurement. There is information on the Internet that "Yevraev's representatives" allegedly "brought" Alexei Navalny a certain amount of money for supporting the position of the FAS and state banks !!!

Director of Organizational Development Department Svetlana Ershova

But the director of the department of organizational development, Svetlana Ershova, previously not only was an employee of Microsoft Russia, but also worked as vice president of a large telecommunications holding, which was controlled by ex-deputy minister Denis Sverdlov (aka the "gray eminence" of the Ministry of Communications), who is now an adviser to the minister!

The Department of Informatization Projects of the Ministry of Communications was headed by Andrey Chernenko, who was previously director of project management at the Moscow branch of the cellular operator Tele2 and, according to rumors, continues to lobby for the interests of Tele2 at the “ministerial level”

But the director of the Department for the Development of the Information Technology Industry of the Ministry of Communications, Yevgeny Kovnir, previously worked at Microsoft Russia, as did the director of the organizational development department Svetlana Ershova, already mentioned above. Apparently, given such a strong lobby of Microsoft Corporation in the Ministry of Communications, the Russian national operating system will never be invented and implemented. After all, Microsoft is simply not profitable for Russian officials to “leave” Windows.

Alexei Doronkin, Head of the Sectoral Projects Department, previously worked as Deputy Head of the State Order Placement Control Department of the Federal Antimonopoly Service of Russia, and just like Pudov, he is considered Evraev's henchman!

By the way, the Director of the Implementation Department legislative initiatives Vasily Gorbunov also worked as Deputy Head of the FAS State Order Placement Control Department. So he was also "pushed" into the Ministry of Communications by Deputy Minister Mikhail Evraev!

Kirill Stepanenko, Director of the Department for Regulation of Radio Frequencies and Communication Networks, managed to work in all the Big Three operators (North-West Telecom OJSC, MTS OJSC and VimpelCom OJSC). Moreover, on duty, except for the Ministry of Communications, he did not sit up anywhere !!!

Why have lobbyists ousted professionals?

Thus, the lobbyists of the holding, which was previously led by Denis Sverdlov, settled most of all in the Ministry of Communications. The second place in terms of influence is shared by “Yevtushenkovtsy” (natives of the structures of the AFS “Sistema”) and “evraevtsy” (natives of the FAS). But the third place of honor went to lobbyists of Microsoft interests, that is, "Americanists".

And this is not counting people from Beeline, Megafon, Tele2, Nokia Siemens, etc. Thus, Nikiforov recruited not high-class technical specialists into his team, but, in fact, lobbyists of large Russian and American corporations!!!

According to rumors, when the Kremlin found out all the ins and outs of the leadership of the Ministry of Communications, where lobbyists settled instead of industry workers, the leadership of the country decided to “disperse” this “private shop”! So, apparently, Nikiforov has not long to keep his post!!!

Moreover, according to ordinary employees of the Ministry of Communications, Nikiforov deliberately “survived” real professionals from the Ministry and replaced them with lobbyists! But because of Nikiforov, the best specialists have already left this department!

So the legend of the Ministry of Telecom and Mass Communications Naum Marder, who first came to work at the ministry in 1980 and left it only during the reign of Leonid Reiman, did not want to work with the new team.

Immediately before the signing of the resignation letter by the prime minister, Marder called some of the initiatives supported by Nikiforov unreasonable - for example, he pointed to the lack of economic feasibility in the project to provide ubiquitous broadband Internet access in the Russian Federation and the haste in developing important by-laws.

With the advent of Nikiforov, Deputy Minister Ilya Massukh, who was in charge of IT issues, and Alexander Malinin, who was in charge of television, as well as department directors Lipov, Milashevsky, Mironov, Khimchenko, Chursin, left the Ministry of Telecom and Mass Communications, although Nikiforov promised to maintain the continuity of the team of the former head of the department.

The personnel reshuffle started by the 30-year-old minister has led to a virtual stupor in the ministry's activities, sources say. Heads of subdivisions, unsure of their future, are afraid to take the initiative and sign documents. Discussed on the sidelines of the ministry is the minister's arrogant unwillingness to listen to experienced employees and his desire to surround himself with young, aspiring employees with whom he would not feel insecure, or with foreigners.

How does Denis Sverdlov "manipulate" Nikolai Nikiforov?

However, of course, Nikiforov himself, due to his age, would not have been able to form such a “lobby-team”. After all, according to rumors, Denis Sverdlov, the former head of a large telecommunications holding and a real “oligarch from communications,” helped Nikiforov to gather such a “dubious” composition of top managers who are not able to lead, but only able to defend the interests of business.

Previously, he was a deputy minister, but after a major corruption scandal, he literally "flew" from his post, but then Nikiforov made him his adviser. After that, the "notoriety" of Sverdlov, as a kind of "gray eminence" of the Ministry of Communications, only strengthened!

By the way, thanks to the "ebricious activity" of the Department of Organizational Development of the Ministry of Communications of Svetlana Ershova, who previously was Sverdlov's vice-president in his holding, he still, according to experts, retains full control over the Ministry of Communications, in fact reducing the role of Nikiforov to a kind of "wedding general"!!!

Moreover, the positions of this “general from communication” did not shake even after his wife found a house in France with an area of 400 square meters. m., while Sverdlov himself has two apartments in Russia and one cottage with an area of 270 sq. m. Two luxury cars Land Rover and Mercedes Benz R350 4Matic also belong to the official's wife. In total, in 2012, Denis Sverdlov earned 131.27 million rubles, and his wife 1.22 million rubles.

Denis Sverdlov, Advisor to the Minister of Communications

It should be noted that such a high income of Sverdlov has repeatedly aroused suspicion among law enforcement agencies. Indeed, with a general annual income of 131.27 million rubles, it turns out that every month he should have received approximately 10,939,167 rubles. Agree that almost 11 million rubles. per month - this is clearly more than his "modest salary" can give the official.

However, according to rumors, Deputy Minister Sverdlov received such fabulous money precisely for the lobby of the very telecommunications holding that he previously headed!

Sverdlov and Nikiforov provoked a conflict between the Kremlin and the White House?

Moreover, Sverdlov's lobbying often ran counter to the interests of Russian state-owned companies. It's no secret that Sverdlov lobbied for the interests of one specific broadband Internet operator during the construction of LTE networks. As a result, this led to other operators suing. For example, even the state-owned Rostelecom demanded access to LTE networks through the courts!

Curiously, in response to this, Sverdlov and Nikiforov, according to rumors, tried to put pressure on the then general director of Rostelecom, Alexander Provorotov. After all, the leadership of the Ministry of Communications reached the point that they wanted to remove Provorotov from the leadership of Rostelecom by any means, which ultimately led to the latter's resignation!

But before Provorotov's resignation, searches were carried out in Provorotov's house, which, it is believed, were organized at the suggestion of Sverdlov and Nikiforov. Moreover, according to experts, with this "maneuver" the leaders of the Ministry of Communications "crossed the line of what was permitted"!

The thing is that in Provorotov, as the head of Rostelecom, an assistant to the president of the Russian Federation was interested, former minister connections, Igor Shchegolev, and Sverdlov wanted to see "his man" as head of this state holding.

As a result, according to experts, disagreements between Shchegolev and Sverdlov led to a conflict between the Kremlin and the White House, which later led, among other things, to the resignation of Sverdlov.

Is the head of the Ministry of Communications lobbying the interests of business to the detriment of Russia's interests?

And recently, the Minister of Communications Nikiforov himself was "involved" in a lobbying scandal! This scandal was related to the distribution of quotas for migrants. Recall that now domestic IT companies can hire foreign specialists without quotas if the employer is ready to pay him a salary of 2 million rubles a year (166 thousand rubles a month). This threshold can be halved - the Ministry of Telecom and Mass Communications has prepared appropriate amendments to the law "On the legal status of foreign citizens in the Russian Federation."

In other words, the leadership of the Ministry of Telecom and Mass Communications proposes to invite 150-200 thousand new migrants to work in the IT sector.

Nikolai Nikiforov, Minister of Communications

Political scientists have already regarded this initiative of the Ministry of Communications as an open manifestation of the interests of telecommunications holdings that want to get cheap labor (after all, the real wages of IT migrants will be much lower !!!)

However, this lobbyist "maneuver" is not only disastrous for the industry, but also runs counter to the state interests of the Russian Federation!!! By the way, the Deputy Chairman of the State Duma Committee on Labor and social policy Nikolay Kolomeytsev.

“The Ministry of Communications has taken a completely anti-state position, confusing “ours” and “ours”. As part Russian government, they should think about the Russian unemployed, and not about foreign ones. There are a huge number of IT-specialists in both Russian regions, and Moscow, who will gladly agree to earn 80 thousand rubles a month, and the task of the Ministry of Communications and other departments is to interest them in the first place, ”said Deputy Kolomeitsev.

Thus, lobbying the interests of private holdings, Nikifor took an anti-state position!..

Will the state punish the Minister of Communications?

However, the Kremlin does not forgive those officials who betray the interests of the Motherland for the sake of business! Indeed, according to rumors, the security forces have already decided to check the activities of Minister Nikiforov and even initiate a criminal case against him.

Moreover, this case may be connected with the business of the minister's friends, who, as you know, began his career thanks to the "lobby" in the government of Tatarstan.

After all, Nikiforov's classmate was Dima Yurtaev. And his father - Alexander Yurtaev - from 1998 to 2011. served as head of the information and analytical department of the Cabinet of Ministers of Tatarstan, and in January 2011 became the head of a similar department in the presidential administration of the republic. It is believed that Yurtaev became the godfather of Nikolai in power, and at the same time his son and other guys who sensed the spirit of the time in time (more on the spirit below).

In 1999, Nikiforov and Timur Yakubov “decided to invest” in the Internet business and opened the e-kazan.ru portal (“Kazan Portal”). “We found investors and began to promote the site, filling it with information and entertainment content (news, telephone directory, city poster, exchange rates, etc.)," Sekret Firmy wrote. That is, the "investors" laid out money for yesterday's schoolchildren and waited two years until the "Kazan Portal" began to make a profit.

Agree, this is somehow strange to believe? So whose money was it?!

Further, in 2004, while continuing to work on the Kazan Portal, Nikolai Nikiforov became deputy general director of the Modern Internet Technologies company, which was established in 2002 at the initiative of the government of Tatarstan. The enterprise owns the business information portal Tatcenter.ru and is the developer of the current versions of the websites of the republican ministries and the government itself (all of them are made according to the same template and in the same style). Since its founding in 2002 and until now, Dmitry Yurtaev has been the CEO of Modern Internet Technologies.

When, in August 2005, the government of Tatarstan decided to start building e-government in earnest and formed a special working group for this, Alexander Yurtaev took over as the chief designer of the system. In the same month, his son's 23-year-old partner, Nikolai Nikiforov, was appointed IT advisor to Tatarstan Prime Minister Rustam Minnikhanov. In 2006, Nikolai became the director of the Information Technology Center of Tatarstan ( non-profit organization, established by the Cabinet of Ministers of the Republic for the development of government information systems and electronic public services), and in 2010 - by the Minister of Informatization and Communications of Tatarstan.

So, for example, a longtime partner of Nikolai Nikiforov, the owner of Bars Group, Timur Akhmerov, recently moved to the capital.

The republican system works on the solutions of Bars Group budget accounting and reporting, the system for evaluating the effectiveness of municipal government, the system "Electronic Kindergarten". A number of the company's software products are recommended by the Russian Ministry of Communications for replication as part of the "Electronic Region" event of the State Program "Information Society (2011-2020)".

Thus, Mr. Nikiforov's business partners have already begun to develop the federal budget.

Rumor has it that the suspicions of Nikiforov's friends in the actual embezzlement of the federal budget were the last straw that outweighed the Kremlin's patience. So now Nikiforov, according to rumors, will not only be removed, but also imprisoned !!!

And this will be quite an adequate punishment for the fact that he, in fact, turned the federal ministry into a kind of "private shop"!!!
