You read a biography, and everything seems to be clear: he studied perfectly, served in the army, got married, worked, and then bam! - and the person is already an important official. And it seems to be the same homo sapiens, and not quite. And looks down on you, and speaks through his teeth. I have seen many of these. Journalists don't like them. They hate us as stupid bailiffs with idiotic questions, and we dislike them for the arrogant habits of the owner of sacred knowledge (on the face of an official it is usually written: “I know exactly what will happen”) and unwillingness to share this sacred knowledge (on the same face written: “I won’t tell anyway”).

In the new cabinet of ministers of the Russian Federation, I found one person who, for me personally, partly lifts the veil of secrecy over where they were recruited from. Now I know for sure that some of them are specially brought up and raised (in the good sense of the word). However, I am not an official, I have nothing to hide, so I share with you.

The new cabinet of ministers has its own apparatus. If anyone does not know, it was headed by Deputy Prime Minister Vladislav Surkov. Deputy heads of the government apparatus were also appointed by presidential decree. Among them is Maxim Akimov, a new person here, although for me almost native.

Briefly. Akimov Maxim Alekseevich, was born in 1970 in the town of Maloyaroslavets, Kaluga Region. He was educated at the Kaluga State Pedagogical Institute. Tsiolkovsky at the Faculty of History. But this is the official biography, which you can also find on the government website. Another thing is that I know quite well almost all the milestones of this path, since Maxim Akimov's movements along the power diagonal took place before my eyes. During those same years in Kaluga, I honed my pen, so our careers developed almost in parallel.

Akimov was not 30 when he found himself in the corridors of power. Not in those, of course, that the current Minister of Telecom and Mass Communications Nikolai Nikiforov (he is now, let me remind you, 29 years old), but still. I remember very well the scoffing of the local media (and I was one of them) and officials, when a rosy-cheeked young man from the Department of Economics and Industry, like a schoolboy at the blackboard, reported at meetings about the problems of promising growth of the region's economic potential.

In the aggressive environment of hardened apparatchiks of the Soviet school, this role cannot be called enviable. Then I had a clear feeling that the audience understands him through the word, and if they understand, they hardly listen. “Who is he anyway?” - the most common question that was read in the eyes of people at meetings. I don’t know how much Akimov himself wanted this, but it was as if they were forcibly planted in the region, as they are now trying to plant energy-saving light bulbs on citizens of the Russian Federation.

Then a whole series of rumors was born regarding such a persistent promotion of a little-known boy. There was gossip in the kitchens that he was the illegitimate son of the governor Anatoly Artamonov, in the smoking rooms they talked about favoritism in the government of the Kaluga region (the head of the department in which Akimov worked was a woman). And Maxim Akimov kept reporting something and reporting ...

In 2004, he was thrown to the front line of the executive branch. First, he became the Minister of Economic Development of the Kaluga Region, and then he was elected the mayor of Kaluga. They chose him, of course, with the blessing of Governor Artamonov, but then they still chose him. I myself took an active part in this campaign, so I remember very well both the childishness of the future mayor and his lamentation about life's circumstances. For example, in the apartment building where he lived, the roof was leaking, but it was impossible to repair: voters would not understand, since there were enough houses with leaking roofs in Kaluga at that time.

I can’t say that Kaluga residents remembered him for something supernatural in this post, but he filled bumps. So, in my presence, the governor gave the task to the leadership of the regional television company to give him a “media thrashing” for educational purposes so that he would not relax. And there are dozens of such stories, but we will omit the lyrics, and you can re-read his short biography again.

In fact, Akimov was raised in the Kaluga region for state affairs. They made a change out of him. Until the last moment, many believed that it was he who would be in the governor's chair after Artamonov's departure, but this prediction was not destined to come true.

I personally know at least two or three more such Akimovs in my native region. Someone was exiled to depressed areas to study wits, someone was pulled out of business and appointed, installed, rearranged. They were not taken seriously, they were chased like "spirits" in the barracks, but the years have passed - and suddenly it turns out that it is they who now determine the future of the region, and even the whole country. It turns out that they are not “green boys” anymore, but state men, in whose positions there are solid capital letters.

I do not think that this particular story is significantly different from what happened in the country as a whole. For more than 20 years, a whole generation of people has already grown up who received life and managerial experience in completely different conditions than their predecessors. They are different. Better or worse is hard to say, but definitely different.

As for Maxim Akimov himself, our paths parted with him in 2007. I know that they already called him “intelligent guy”, I know that journalists liked him, because he retained an openness that is not typical for officials, but I can’t vouch for more.

Maxim Alekseevich Akimov was born on March 1, 1970 in the Kaluga region, the city of Maloyaroslavets.

After leaving school, he decided to get the profession of a teacher and entered the Kaluga State Pedagogical University.
