- Pavel Alexandrovich, why do you think it took so long to choose a head in Bogdanovich?

- There were many reasons. Even while Vladimir Moskvin was in office, when the ruling circles changed, there was a powerful confrontation and this left its mark on the life of the entire district. At first there were conflicts, then a lull, then even some kind of movement in development began. But we again came to the election procedure and the cards “old team - new team” began to be played. Weaved political intrigues, but it even played into our hands. For example, now we can use promises from the region to provide assistance after the election of the head. I think that we have not lost time and will make up for what has slowed down.

- And if you are more specific?

- We adopted our budget much later - literally today (December 25) last changes. Unfortunately, this budget does not take into account all the tasks set by Governor Yevgeny Kuyvashev in the development program for the next five years. We urgently need to formulate a development strategy and have time to jump on the bandwagon of the train called the Five-Year Plan of Development.

— You had a worthy, lucrative position. Why did you decide to go to the heads? This is a big headache - many, congratulating you at the inauguration, jokingly expressed their condolences.

— The headache at the enterprise is no less, even more. This is a hazardous production facility where people work in difficult conditions. If you have not fulfilled certain production requirements, then the system does not forgive these errors. Yes, there are only two and a half thousand employees, here I will be responsible for fifty thousand residents of the district.

- And yet, why did you decide to change jobs?

“Actually, I'm tired of looking at what's going on in the city. My life principle is this: where I live, I create conditions there so that I myself would not be ashamed to live in this place and so that my children would have somewhere to return to. There were certain conditions, after which I decided that I had the knowledge, skills and experience in working with all verticals of power - from the city administration to the ministries in Moscow.

"Fireproof" supported and nominated my candidacy. Factory workers react to the "weather" in the district. If it is bad, people come without mood, and instead of thinking about how to work, they discuss what they wrote on social networks yesterday.

- The mood in the city affects production. Is there an inverse relationship?

- It is impossible to separate the city-forming enterprise and the city. In 2008, when the company went on a reduced work schedule, and wages were reduced, this immediately became noticeable. There was no one to sell to entrepreneurs, people began to leave the city - they need to eat something, earn money and support their families. Debts on utility bills accumulated like a snowball.

City, industrial enterprise and the business community is a single organism. If you have a headache, then you stop thinking about whether you should watch Feature Film. Now this single organism needs to be adjusted and cleaned.

— For Ogneuporov, the chief engineer is a key figure in the enterprise. Have you found a replacement?

- Transforming the system of organization and management at the enterprise, we left the position of chief engineer, and distributed the functions and assigned some tasks to the technical director. I can say with a clear conscience that there is a worthy replacement at the plant, I do not leave, cutting off all ties.

- And your salary at the enterprise was higher than that which will be in the position of head?

- They are comparable.

- In Bogdanovich, the top of power - all the "refractory": the chairman of the Duma Grinberg, your predecessor Moskvin. Is there any relationship here?

— An industrial enterprise has always been a forge of personnel. Only there, in extreme conditions, people appear from all sides. A person who has gone from a worker to an engineering and technical worker, to a foreman, to a shop manager, did it with his own hands, his knowledge, his ability to communicate with people. Unfortunately, not a single university in the world trains normal managers.

My situation was different - I started working in a public organization, then I worked in the international department of USTU-UPI (now UrFU named after B.N. Yeltsin), I was the director of the UPI Spring 2000 festival. And then it so happened that I came to an industrial enterprise and started everything from scratch - and grew to the chief engineer in seventeen years.

What tasks do you consider the most important in your new position?

“First of all, we all need to unite. In addition, we have an issue with local healthcare - today this area is in a very difficult situation. It is necessary to make sure that residents of the urban district do not wander around the region, but come to the central regional hospital, where they can receive qualified medical care.

We can talk endlessly on this topic - starting from a closed maternity hospital, two non-working floors of the outpatient department, up to the fact that today we only have an acting chief physician.

- You have five sons. What are the main qualities you try to instill in them?

- Responsibility, I guess. So that they are honest in relation to the decisions that they made for themselves in life, so that they are responsible for their actions, so that they can stand up for their family and for its future.

How did your family react to the change? You will probably be away from home for a long time now.

- In production, in fact, I also had no sugar. When I got home, I did not know how many minutes later I could be called back. Continuous production requires constant supervision, and it happened that I spent a lot of time at work. My wife was sympathetic, and without the support of the family, I would not have made such a decision.

Paradox: in Sverdlovsk region the first gubernatorial elections in 14 years are underway, but the most interesting political events last days are connected not at all with the gubernatorial campaign, but with the small town of Bogdanovich, where they cannot elect a new mayor.

However, the word "choose" is not entirely correct. As you know, there are no more direct elections of mayors in the Sverdlovsk region. The heads of cities are either appointed or elected (the exact term for this procedure has not yet been invented) by the city duma, and the preliminary selection of candidates is carried out by the competition commission, which consists half of the representatives of the governor, and half of the representatives of the city.

In Bogdanovich, the competition commission was formed at the beginning of 2017. Governor of the Southern District Mikhail Astakhov, Minister of Public Security Alexander Kudryavtsev, Director of the Department of Local Self-Government Natalya Sokolova and Director of the Department domestic policy Anton Tretyakov.

Although the commission appeared in January, it was not possible to elect/appoint a new mayor until early August. Prior to this, the competition was repeatedly disrupted. And finally, 65-year-old Vladimir Golovanov was elected the new head of the city district, for whom the majority of deputies of the city duma voted.

But the story didn't end there. The previous mayor Vladimir Moskvin refused to recognize the results of the competition and issued two appeals to the residents of the city, in which he stated that an illegal seizure of power had taken place in Bogdanovich. Moskvin was supported by the administration of the governor of the Sverdlovsk region and the regional branch of the United Russia party. The former mayor kept his office for three days, not letting the new head of the city Golovanov into it. However, Moskvin then nevertheless left the administration building, but continued to consider himself the legitimate mayor.

The same opinion is shared by the regional authorities, who insist on the cancellation of the results of the competition. The question of canceling the decision to elect Golovanov was twice brought to the City Duma, but once the Duma could not collect a quorum, and the second time the deputies voted against.

Without going into all the details of this plot, we can state that there is an obvious conflict between the regional authorities, which supports Moskvin, and the local elite, which has staked on Golovin. And the regional authorities were not able to win this conflict by political means. No pressure, no persuasion, no appeal from the side " United Russia' gave no result.

The political crisis in Bogdanovich can be called the first serious failure of the new gubernatorial administration team formed in 2016. Obviously, one of the key tasks of the administration is the appointment of candidates loyal to the regional authorities as mayors. In the case of Bogdanovich, the team did not complete this task. In the bowels of the administration, a search is probably being made for those responsible for the failure, and the entire domestic political bloc is under attack - both the head of the department of domestic policy Tretyakov, and the head of the department for local self-government Sokolova (both members of the competition commission), and the first deputy head of the administration Vadim Dubichev. The political bloc is supervised by the head of the administration, vice-governor Vladimir Tungusov. The leaders of the Sverdlovsk "United Russia", including the head of the executive committee, Alexander Kosintsev, also attended the meetings of the Duma. But their presence had no effect either.

Supporters of the regional authorities, in turn, are also looking for those responsible. The version most often heard in the press is that businessman Sergei Maizel, who has business interests in Bogdanovich, is behind the election of Golovanov. Meisel himself categorically denies this.

But it would be wrong to place all the blame only on specific officials, deputies or businessmen. Yes, they did not cope with their task - but this fact should not obscure the main question: why does the governor's administration even appoint mayors of cities?

When mayoral elections were canceled in the Sverdlovsk region, the regional authorities colorfully painted how this would improve the situation with local government, as it will allow to elect effective managers for the heads of cities. But it was clear that the goal was completely different - to make the mayors completely loyal to the regional leadership. It was expected that the cancellation of the elections would be enough to completely subjugate the municipalities of the region.

As it turned out, this was not enough. It turned out that in itself appointment through competition does not provide a guarantee against conflicts and crises. And if the local elite has some interests of its own, then a call from the governor's administration may mean nothing to them. The regional authorities have become hostages of their arrogance and self-confidence.

Politics without conflicts is impossible, even if we are talking about politics in a small town. No matter how the higher authorities want to build everything into a smooth and even vertical, various groups local elites will be at enmity with each other, will try to gain control of the city in one way or another. It is inevitable, the question is what form it takes. When the regional authorities want to manage everything with the help of administrative-command methods, these conflicts result in crises like the one in Bogdanovich. The system crashes and no one knows what to do.

Meanwhile, the history of mankind has developed an effective, if not ideal, way to resolve such conflicts. It's called elections. If there were mayoral elections in Bogdanovich, then Moskvin and Golovin would put forward their candidacies, one of them would win, and then the regional authorities would work with him - either agree, or try to get rid of him. Yes, it would require certain political efforts and talents from the governor's team. But regional officials certainly would not look as helpless as they do now.

There is another point that few people pay attention to - these are the residents of the city. Nobody asks them at all who they want to see as mayor. This is a clear evidence of the complete degeneration of local self-government.

The crisis in Bogdanovich (which, by the way, has not yet ended) can only be the first sign. The vicious system of appointing mayors will still make itself felt, and regional officials will regret in their hearts more than once that they canceled the elections - but, of course, they will not admit it out loud.

The head of the Sverdlovsk region let everything take its course?

The scandal over the appointment of the mayor of the city of Bogdanovich, in the Sverdlovsk region, cannot be resolved. The situation developed in such a way that a dual power was actually formed in the city. That is, both the former mayor Vladimir Moskvin and the recently elected Vladimir Golovanov consider themselves mayors.

For Golovanov last week unanimously (according to the city charter) voted all deputies of Bogdanovich City Council. Moskvin did not receive a single vote and was effectively dismissed.

However, Moskvin showed his temper and refused to leave the mayor's chair. The matter reached the point of absurdity. On the day of the inauguration supposed in such cases, he simply locked himself in his (it turns out, now former) office and did not let anyone in.

Golovanov's inauguration ceremony had to be held in the hallway of the mayor's office. Generally speaking, the story of the election of Mayor Bogdanovich resembles nothing more than a theater of the absurd.

As it turned out, the composition of the competition commission in its half version should include representatives regional administration, that is, appointees of the governor of the Sverdlovsk region Evgeny Kuyvashev.

But the Bogdanovich deputies took it and simply cut off the regional representatives from resolving the issue. The motivation was simple as a rake. They say that none of the members of the competition commission has ever appeared at its meetings.

As a result, at an urgently assembled session, the city parliamentarians decided to simply exclude the Kuyvashei delegates from the commission! As for the former (or still present?) head of the city of Moskvin, he took up ... television. First, he released and distributed on the Internet a video in which he called the incident a real outrage.

Or rather, he described the situation as an illegal seizure of power.

The prosecutor's office seemed to agree with the illegality of the election of the mayor Bogdanovich, who even issued an official ruling on this matter. But there are two mayors. The situation has become a political and legal clinch.

In this situation, a reasonable question arises - where did the regional authorities and personally the head of the region Yevgeny Kuyvashev look? Does he not control the situation in his territories at all?

He probably does not control if he allowed a collapse in Bogdanovich, which has already reached the federal level. But, apparently, the governor today is busy exclusively with his beloved. After all, exactly in a month he will have to be re-elected himself.

And Kuyvashev rushed into continuous trips to cities and villages, rolling up his future votes. Only here in Bogdanovichi did not bother to call. Will the locals remind him of this in September?

But in general, residents of the Sverdlovsk region can recall a lot to Kuyvashev.

Stranger?

Evgeny Kuyvashev in the region behind the eyes, and even in the eyes, has a reputation as a Varangian. He got to the Sverdlovsk region from Tyumen. He has been in charge of the region for 5 years. Supervised with a vengeance. So, with the advent of Kuivashev, the debt increased by more than 2 times (up to 50 billion rubles). And the budget deficit grew almost 20 times and amounted to 20 billion rubles.

At the same time, Evgeny Kuyvashev is famous for his high-profile projects. For example, at one time he engaged the grandiose program Capital to help the regional center Yekaterinburg. The program implied the allocation of 20 billion rubles for the development of the capital of the Urals. But she only meant it. Yekaterinburg did not receive a penny in the end.

Even local spiteful critics accuse the governor of actually stepping back from resolving issues of housing and communal services, the state of which, to put it mildly, is deplorable.

The regional government simply shifted all the costs of maintaining housing and communal services to the meager budgets of municipalities.

A loud scandal broke out some time ago with the airport of Yekaterinburg Koltsovo. From there, state shares worth several billion rubles almost floated away. Shares have even already been sold to two Moscow firms, but at the last moment the deal was stopped.

It is hard to imagine that the regional officials are scrolling through billions of transactions under the nose of the governor, and he is not a dream or a breath about it.

With a scandal, the state enterprise Oblkommunenergo was also sold. His shares were sold almost undercover, and sold to well-known businessmen Artem Bikov and Alexei Bobrov.

And in the Urals, it is an open secret that the above-mentioned gentlemen are old friends of Kuyvashev, who roam after him from region to region. Why not roam, eat attached to the governor's trough!

Attacks on Roizman

Yevgeny Kuyvashev also became famous for the fact that he pedaled the conflict with a very popular politician in Yekaterinburg, now its mayor Yevgeny Roizman, in every possible way. Kuyvashev obviously did not want Roizman to head the city, but he received a resounding slap in the face from the inhabitants of the city. Roizman was elected mayor in direct elections.

Revenge came very soon. Roizman officially announced his desire to run for governor, that is, to become a rival to Kuyvashev. It was impossible to allow this. And the opposition candidate simply could not pass the municipal filter.

After all, the majority of deputies in the City Duma represent United Russia. Which pushed Roizman to the electoral sidelines.

Until now, even in the federal media, the scandal with the property management of the Sverdlovsk region (MUGISO) is relishing. Its leadership is mired in corruption scandals. And its leader, Aleksey Pyankov, even ended up behind bars, from which he really got free. What is the result? Kuyvashey again reinstates Pyankov in office!

But the story of the mayors of the city may become part of the Russian analogues of the complete lack of control of the situation on the part of the governor's structures. This may cost Kuivashev not only defeat in the elections.

This may lead to the fact that he will not live up to these very elections in the position of acting governor.

The meeting of the Sverdlovsk regional court on the revision of the election results in Bogdanovich was postponed to August 17. At first, they wanted to dismiss the unrecognized head Vladimir Golovanov on August 29, but the court outplayed everything. In the meantime, opponents of the election results will try again tomorrow to convene a meeting of the City Duma in order to cancel the results. If the quorum does not take place, then the deputies will be deprived of their powers.

Recall that the regional authorities do not recognize the legitimacy of Golovanov's election and support the former head of Moskvin.

The Sverdlovsk Regional Court postponed the hearing on the claim to review the election results in Bogdanovich from August 29 to August 17. The EAN was told about this in the city administration.

“A court ruling has been issued with a new date. Apparently, this is due to the desire of the regional authorities to resolve the crisis as soon as possible, because they do not recognize the results of the August 3 vote. Bogdanovich's administration is now actively preparing to participate in this process," EAN was told at the mayor's office.

“At the same time, no one undertakes to predict what the court's decision will be. The fact is that the lawsuit was filed even before Golovanov took office - this was done by the lawyers of his predecessor Vladimir Moskvin on his behalf. Golovanov will appear in court in person. The head intends to drop the claims. If the refusal is recognized by the court, then it will all be over. If the decision is different, say, to cancel the voting results of Bogdanovich's Duma, then it will be strange. After all, Golovanov has all the documents on taking office, ”the lawyers of the mayor’s office say.

“You see, if the former head believes that only his right has been violated and he asks to restore it, then this should already be a different lawsuit and a completely different process. There are different options for the development of events on August 17, and lawyers are getting ready,” supporters of the unrecognized head say.

In Bogdanovich itself, in the meantime, tomorrow they will try again to convene a meeting of the City Duma. It was not possible to do this on August 11, as is known. Even the pressure of the leader of the Sverdlovsk United Russia party, Viktor Sheptiya, on seven party deputies did not help. If there is no quorum tomorrow, then conditions will be created for the dissolution of the Duma, they believe in Bogdanovich: “In this case, until September 10, Bogdanovich will remain without a Duma, and it is still impossible to say what its new composition will be.”

Now opponents of replacing Moskvin with Golovin, of course, are betting on the decision of the Sverdlovsk Regional Court. Especially after the failure of the session of Bogdanovich's Duma. “Even Shepty's pressure on the faction did not help to convene it ... Moskvin is now actively consulting with the governor's administration, but he is trying not to catch the eye. But whatever the verdict of the court, it can still be challenged. It is also clear that the normative documents - acts of the City Duma will be in force until they are canceled by the court, ”the City Hall summed up.

The parties to the conflict are wary of making any predictions. How the situation will turn tomorrow is also unclear.

EAN sources assure that in the event of open sabotage, the political council of the SRO "ER" has already prepared a punitive document for all those who disobeyed. Apparently, the decision is delegated to execute the city branch of Bogdanovich. However, deputies can challenge the possible sanctions of the political council in the governing bodies of United Russia in Moscow.

By the way, there is only one deputy from the Communist Party of the Russian Federation in the representative body, and even that, by coincidence, did not vote for Golovanov. Therefore, a certain degree of responsibility lies with Viktor Sheptiya.

“It is no coincidence that he did not even go there - he limited himself to a letter. This is due to the fact that in the Bogdanovichi cell there is a lot of negativity towards the political council,” EAN interlocutors say.
