We became one of the six regions where this pilot project began to operate. Each region has different conditions. And according to experts, in the Nizhny Novgorod region, the social norm turned out to be the most profitable.

Despite the small figures (50 kWh per person and 85 kWh for single residents), the lowest tariffs were introduced in the Nizhny Novgorod region. Everything above this rate is paid at higher rates: daytime - 6.34 rubles, nightly - 3.31 rubles.

In the Vladimir region, the social norm for single residents is 100 kWh, but the tariff is higher here. And when paying for electricity above the social norm, the daily tariff is 5.14 rubles, the nighttime tariff is 2.68 rubles.

In the Rostov region, the social norm for single people is 96 kWh. The daily rate when paying for electricity according to the social norm is 4.03 rubles, the nightly rate is 2.8 rubles. If residents pay for electricity above the norm, then it will be considered at a higher tariff: daytime - 5.27 rubles, nightly - 3.92 rubles.

Using the example of Ivan Korenev from Nizhny Novgorod, it is easy to calculate how much electricity costs in different regions where a social consumption norm has been introduced. So, in January 2016, Ivan Korenev used 91 kWh during the day and 24 kWh at night. As a result, he paid 412.31 rubles. If he lived in the Vladimir region, he would have to pay 439.29 rubles, and in the Rostov region - 433.93 rubles.

According to Alexander Ryzhov, head of the regional center of NP ZhKKH Control, the social norm of electricity consumption in the Nizhny Novgorod region has fully justified itself. However, for the Nizhny Novgorod industry and business, such democratic prices for electricity turned into extra spending. The introduction of targeted support will help to get away from cross-subsidization, that is, when a social norm is provided, for example, only to poor citizens. And all other residents pay for electricity at economically justified rates.

The Government of the Russian Federation is also considering this option. And if Nizhny Novgorod residents pay for electricity at an economically justified rate, then the amount of payments will increase greatly, since today the discount on electricity payments within the framework of the social norm is about 50 percent.

However, the federal government has not yet made any decisions. All details should be worked out by January 2019.

Recalculation of the social norm

If the number of prescribed residents in a residential building, the volume of the social norm of energy consumption will change accordingly. The beginning of 2019 for the Russians began with good news - they decided not to introduce the social norm of electricity consumption of 300 kWh per connection point. But the inhabitants of some Russian regions since 2014 they live with such a norm.

Here, too, the social norm is still in effect and no one has canceled it.

Zabaykalsky Krai

In it, also in 2014, electricity consumption norms were introduced: per person 65 kWh per month. Nobody canceled the social norm in this region.
