On January 1, the law on separate waste collection came into force, the implementation of which was discussed on February 15 in the State Duma. It turns out that so far the regions are in no hurry to comply with the law, and 79 percent of Russians reported that there are not even special containers near their house.

All types of garbage so far in one bag

The law was adopted by the State Duma on December 22 and approved by the Federation Council on December 26. The President signed the document on 31 December. “We adopted the law, fulfilling the order of the president, which three departments did not fulfill, although they were instructed to do so,” said the head of the Duma Committee on Ecology (United Russia). The document allows shops and households to accumulate waste without a license. The latter were also allowed to sell recyclables directly, and manufacturers of goods were given the opportunity to establish a specialized collection system. Eco-collection funds are now used to build recycling facilities.

The law establishes that the authorities of the regions must coordinate with the citizens the location of sorting stations, waste incinerators and landfills. At the same time, each subject of the Federation will determine how much waste must be collected separately. Meanwhile, according to a survey by the National Financial Research Agency, only 22 percent of Russians collect garbage separately. At the same time, the majority of citizens - 79 percent - note that in the place where they live, there are no special containers for separate waste collection.

The meeting of the State Duma Committee on Ecology began with videos and photographs showing that the "garbage reform" is not being implemented very well. In some regions, there are three garbage cans, but they continue to throw everything together. The Skolkovo Innovation Center has trash bins with three different badges, but the trash bag is the same. Vladimir Burmatov drew attention to the fact that even if the citizens themselves deliberately sort the garbage, the garbage collectors often dump the contents of the containers in one place. “I see the problem in that the Ministry of Nature Russian Federation and a number of other departments have not prepared the regions for the transition to a system of separate waste collection, - said the deputy. - As a result, all the conditions and opportunities have been created by law, but in fact we are often talking about the profanation and discrediting of the whole idea. In my opinion, this is absolutely unacceptable and contradicts the instructions given by the president.”

Check each region

The Committee proposes to conduct federal monitoring within the framework of parliamentary oversight. It is proposed to control not only the separate collection of garbage, but also how the waste is disposed of. “You can collect it separately, and then take everything to the landfill and dump it in a heap again,” Vladimir Burmatov stated. The deputies will also control how the discussion of territorial schemes for the placement of landfills and waste incineration plants is going on. These issues, in accordance with the law, must be discussed at public hearings.

During the monitoring, it is planned to check how the distribution of environmental collection funds and their development is going. During regional weeks and on trips to the regions, deputies will assess the situation with garbage collection in their constituent entities, and on April 3, the State Duma will host a videoconference with 85 regions, where they will discuss what problems exist in each territory.

The law on separate waste collection will not be able to work without by-laws, said the Vice Speaker of the State Duma (United Russia). She drew attention to the fact that there are no by-laws on the public discussion of territorial layouts for sorting stations and waste incineration plants. “In fact, there is no possibility of implementing the law, and this is the most important point,” she said. Vladimir Burmatov stressed that the decision to prepare by-laws was made back in 2016 in a State Duma resolution signed by the speaker of the chamber.

Motivate financially and improve environmental culture
